The situation for many people living with HIV in Myanmar is critical due to a severe lack of antiretroviral treatment (ART). The Burmese government spends only 0.3% of the gross domestic product on health, the lowest amount worldwide, according to the United Nations Development Program 2008 survey (UNDP). A UNAIDS 2008 progress report states that Myanmar is experiencing one of Asia's most serious HIV epidemics because the available care and treatment meets only a fraction of the needs, an estimated 240,000 people are thought to have the disease with 76,000 in urgent need of lifesaving medicine ART.
