She pushes her way onto the top of the upward stairs, which causes the walker to flip and start tumbling down.
Fortunately, a bystander on the lower level hears the commotion and runs up the stairs to grab her. By then the mom is at the top of the stairs and he hands her over. The baby had minor injuries.
According to a report, the baby's parents were in charge of the restaurant, and they took their eye off of her just long enough for her to get away.
