A Driver Claims He Can “Safely” Use His Cell Phone, and Then Rear-Ends Someone

This took place in Scotland: A cyclist wearing a helmet cam called-out a guy in the next lane for focusing too much on his phone.
The guy in the car gets defensive and claims he can do both “safely” . . . and then quickly FAILS when he rear-ends another car that’s stopped in traffic.
Nobody was injured. It was a minor fender-bender . . . and a moral victory for the guy on the bike.
