The driver was operating the vehicle while sitting in a lawn chair. In addition to the vehicle having a lawn seat in place of a driver's seat, the windshield was broken, a door handle was defective and preventing the doors from opening, no seatbelt buckles, and other things. Officers deemed the vehicle to be unsafe to drive.
The driver was also driving on a suspended license and had no insurance. The vehicle has been impounded.
